Students Revolving Lending Fund (SRLF) in Higher Education Institutions

To ensure smooth running of higher Education Mission in Palestine,  the Ministry of Education and Higher Education set carefully designed plans to implement and follow all resources of input that support this mission.  It pays special attention and due care to the institutions of higher education and to students as well.  It financially supports budgets of these institutions and means of supporting students financially and succeeded in providing unretainable sums of money to the needy.  Despite the shortage of supports, they actually helped in enabling hundreds and even thousands of students to overcome financial problems and continue their education and pay their tuition fees.  As the Ministry realized that such financial support would give hand to only a limited number of the needy students, the Ministry, as a result, established a special box to fund loans in Palestinian colleges where a lot of university students benefited from it.  In 2001, the Ministry of Education and Higher Education set the system of Students Revolving Lending Fund (SRLF) and it was directly put into action instead of the old system that depends on the Ministry's own budget.  The Box contributed help to the needy students who are unable to pay the tuition fees and, at the same time, encouraged them to depend on themselves.  Moreover it also substituted financial supports by other donors.

The (SRLF) is directly run by a council supervised by the Minister himself.   It   specifies the general policies, in addition to other financial as well as administrative issues.  The box was supported and funded by several institutions as the Islamic Bank for Development, the Arab Agricultural Authority for Investment, the Palestinian National Committee for Supporting "Al-Intifada" and the Arab Fund Box for Economic and Social Development, the United Holly Land Fund, UNESCO.  Besides, the Saudi Committee for the relies of the Palestinian people offered financial support for students as well as the institutions of higher Education.  The following table shows in details the above mentioned supports.

The Ministry always endeavors to find other financing resources to support this box.

How to Apply for a loan.

Students who need to get loans can consult the Department of Students Affairs in his university or college and fill in a form with data about the applicant for each semester when the institution declares about loans.

Criteria to get Loans:

Any one who applies for getting a loan should be a regular student registered in one of the institutions of the MOE & HE and in dire need of financial support.  Moreover, he should successfully have passed a semester of normal load.

Moreover, he shouldn't be one of those under the condition of being warned or under observation due to low level of achievement.  Besides,  he shouldn't have received any offer or support from any other institution during the semester he applies for a loan.  The amount of the loan shouldn't exceed 75% of the total cost of tuition fees except for those who study medicine which is limited to just 50% of the tuition fees.

The applicant and the guarantee commit themselves to pay back these loans.  They sign a bill attached with contract to pay back the sum again – for the benefit of the students of the university he joins, this should be paid in sums of 25 dinars every month after two years of graduation or getting a job.
