Request for Expressions of Interest
Consultants Services
The Palestine Liberation Organization for the benefit of the
Palestinian Authority has received financing in the amount of
US$ 10 million equivalent from the World Bank toward the cost of
the Tertiary Education Project and intends to apply part
of the proceeds for the following consultant services:
Evaluation of existing academic programs
at Palestinian Tertiary
Education Institutions in the Education Sector in cooperation
with the Accreditation and Quality Assurance Commission (AQAC),

The services shall include
at least the following: (a) Set related subject benchmarks as
a reference for evaluation (b) Study the Self Evaluation
reports (if any) submitted by respective parties or related
programs; (c) Review and verify the information and analyses
presented in the self evaluation reports; (d) Conduct
necessary site visits to relevant institutions/programs; (e)
Review other supporting documents and resources of relevance;
and (f) Participate in and/or initiate meetings with the rest
of the External Quality Assessment Team (EXQA-Team) to discuss
evaluation related issues; (g) Keep the Senior QA Consultant
informed about work progress (through monthly e-mail notes);
(h) Participate in drafting of the necessary reports, as
required, and discuss them with the commission, as necessary;
(i) Submit an overview of the experience with recommendations
for improving the quality assessment process by AQAC; (j)
Participate in developing national related subject benchmarks.
The
Ministry of Education & Higher Education now invites eligible
individual consultants to indicate their interest in
providing the services. Interested consultants (holders of PHD
or Masters in relevant fields) must provide information
indicating that they are qualified to perform the services (CV
including description of similar assignments, experience in
similar conditions, availability of appropriate skills, etc.).
A
consultant will be selected in accordance with the procedures
set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World
Bank Borrowers (dated
May 2004).
